Modi visits France to discuss Rafale acquisition, establish Special Strategic Partnership, Boost Defence AI co-operation

France and India Tuesday unveiled a roadmap for cooperation aimed at boosting trade and boosting cooperation in defense and artificial intelligence. The roadmap comes after a visit to France by Indian Prime Minister Narendra Modi and a meeting with French President Emmanuel Macron. The Indian government says the indo-french partnership is opening up new opportunities. According to Indian media analysis, the suspension of joint development of fighter jets by France and Germany, as well as the unprecedented access restrictions imposed by the United States on artificial intelligence companies, have made France need India and opened India’s eyes to opportunities.

Macron calls on Europe to“See India differently”

Speaking on social media after his meeting with Macron in Nice, France, on Thursday, Modi said the meeting had been productive and focused on areas such as defence, space and security. In a post, Macron said Modi’s visit had demonstrated the“Exceptional strength” of the Franco-indian partnership.

The meeting took place on the eve of the G7 summit, AFP said, “The question is not whether India is innovating, but who will innovate with India,” Macron said as he and Modi opened the India Innovation Fair, citing India’s successes in space and artificial intelligence, he called on France and Europe to“Look at India differently”. Macron added: “Given our strength, I think the Indians should also be interested in France.”

Tang Yongsheng, India’s foreign secretary, told a media briefing that the Rafale procurement was on the agenda of the two leaders’ meeting and that significant progress had been made in the negotiations. Other major achievements include the adoption of the india-france Innovation Roadmap 2030 and the establishment of the india-france Joint Artificial Intelligence Working Group focusing on artificial intelligence governance.

Indo-media: India has the capability to cooperate with France to develop fighter jets

Indian media said that the meeting between Modi and Macron, india-france defense relations is an important milestone. The two countries announced a“Special strategic partnership” and pledged to deepen cooperation, including joint design, development and production of advanced defense platforms, with a particular focus on next-generation technologies, the times of India reported. “This strategic co-operation comes at a critical time, as France recently terminated co-operation with Germany on the FCAS sixth generation fighter programme, creating an opportunity for India to become its natural partner.”

“Times of India” also analysis, France and Germany to terminate cooperation due to the two sides in the aircraft carrier combat capability and nuclear weapons delivery capability differences, these are the core requirements of France, and Germany does not have. “India has both capabilities, which are more in line with France’s vision for a sixth-generation multirole fighter,” the report said, “This convergence reinforces the need for India and France to work together to develop a fighter capable of meeting the operational requirements of both countries.”

In early June, Indian Air Force Chief of Staff Manmohan Singh visited France to meet with executives from several of France’s leading defence companies. Indian media say it shows the Indian Air Force’s determination to seek international partnerships to achieve its sixth-generation fighter goals. For India, working with France would not only give it the integrated artificial intelligence, cyberstation tools and human-drone synergy it needs to develop its sixth-generation fighter, but also ensure joint development, to enhance its indigenous capabilities.

Meanwhile, France and India are in talks to secure a large order for 114 Rafale fighters, 94 of which will be made in India if the deal is finalised.

AI collaboration a stopgap?

Macron visited India earlier this year. Amid the vagaries of US foreign policy and the rise of China, France and India are building an alliance to“Exert influence” in a changing world, according to La Tribune.

Ahead of the meeting between the Indian and French leaders, the US has forced artificial intelligence company Anthropic to suspend access to its latest big model. Citing national security risks and export control rules, Washington banned access to the models“For any foreign national, whether within or outside the United States.”. The affair has shaken French politics, with several politicians warning that artificial intelligence has become a sovereignty issue. France and India are working together to create what macron has called“Collaborative AI” amid growing concerns about the high concentration of high-end AI technology in the US, according to first mail.

The current geopolitical and international situation has pushed france-india relations closer, Indian media said. However, the two countries may still face some obstacles in implementing cooperation. India has long been criticised in France for its“Inaction” on climate, and its minister for ecological transformation threatened in March to block the disbursement of EU funds to India. In addition, some analysts say it remains to be seen how far France and India will be able to push forward with high-end AI technology concentrated in the United States.
