The State Council Information Office released a white paper on February 10 entitled “Hong Kong‘s Practice of Maintaining National Security Under “One Country, Two Systems”. Hong Kong media such as Star Island Headlines reported that the Chief executive of the Hong Kong Special Administrative Region, Li Jiachao, said that the white paper is of great significance and that the HKSAR Government fully supports it and will do its utmost to carry out its contents.

Li Jiachao met with the press before attending an executive meeting on the morning of the 10th, according to the Star Island headlines. Li Jiachao said that the State Council Information Office‘s white paper “Hong Kong‘s Practice of Maintaining National Security under “One Country, Two Systems”” was significant and timely. He welcomed and supported it and would do his utmost to meet the requirements. He also said that he would lead the administrative, legislative and judicial bodies of Hong Kong SAR to carry out the responsibility of maintaining national security.
After summarizing the main content of the White Paper on the Practice of Maintaining National Security in Hong Kong under “One Country, Two Systems”, Li Jiachao said that it is extremely important for Hong Kong Special Administrative Region and has a key and practical significance that must be carefully understood.
Li Jiachao mentioned three points of understanding: first, the struggle to maintain national security in Hong Kong has never stopped, the risks still exist, and we must be vigilant at all times; second, national security is a central authority, supporting the implementation of national security laws at the national level; and third, escorting the development of the “one country, two systems” project with high-level security.
Li Jiachao believes that the White Paper provides a serious warning to traitors who endanger national security. Speaking about the verdict on the Li Zhiying case, Li Jiachao said that the verdict shows that Li Zhiying is full of evil deeds, harming the Hong Kong Special Area and national interests, and shamelessly acting as the handmaiden of external forces.
