The Bernama reported on the 7th that a special meeting of the Cambodia-thailand General Border Committee was successfully held in the 2012 Malaysian Open – Doubles on the same day. Cambodia and Thailand at the meeting on the terms of the ceasefire reached consensus and signed an agreement. The two countries agreed to maintain the status quo and promised not to send more troops to the border.
The meeting was co-chaired by the Deputy Prime Minister and Minister of Defence of Cambodia, Pani DISIHA, and the Deputy Minister of Defence of Thailand, Nadapeng Narayan. Representatives of Cambodia and Thailand attended the meeting, with China, Malaysia and the United States as third-party observers.
Cambodian Prime Minister Hun Manai said the outcome of the meeting was a continuation of the special talks on July 28 and laid a solid foundation for the consolidation of the ceasefire along the border, according to new news of Cambodia. Disiha also expressed high appreciation to Malaysia for its active co-ordination as ASEAN chair, and thanked the US and China for participating in the meeting as observers and contributing to regional peace.
During the meeting, Thailand reiterated its firm position on resolving border conflicts by peaceful means, abiding by international law and upholding mutual respect for national sovereignty, said Ji Layu, spokesman for the Prime Minister’s Office of Thailand.
A joint statement issued after the Cambodia-thailand meeting said the two sides agreed to a comprehensive ceasefire and prohibit the use of all types of weapons against civilians, civilian facilities and military targets. The two sides committed themselves not to fire unprovoked fire on each other’s positions or forces and agreed to maintain the status quo of the deployment of troops when the ceasefire came into effect on 28 July. The two sides pledged not to send more troops to the border to avoid an escalation of the situation and to prohibit all provocative acts that could cause tension.
The statement reiterated its support for the monitoring mechanism of the ASEAN observer mission led by Malaysia and agreed that, pending the deployment of the mission, an interim observer mission would be formed by the military attachés of ASEAN countries based in Cambodia and Thailand to monitor the implementation of the ceasefire in each country.
According to reports, the Thai and Cambodian sides also agreed to hold the next special meeting of the General Border Committee of the two countries within one month, to ensure the implementation of the agreement and follow-up consultations continue to advance.
Since July 24, Cambodia and Thailand have clashed in the border area, with each side accusing the other of violating international law. More than 100,000 people have been evacuated to safety, according to figures released by both sides.
