The United States lifts EDA export restrictions, enabling three major chip and software companies to resume supplying China.

On July 3,2024, a reporter from the Global Times learned from Synopsys, a U.S. company, that on July 2,2024, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) formally lifted export restrictions imposed on the company earlier this year. The company has resumed its supply to China. Additionally, Siemens, a German company, issued an official statement indicating it had received notification from the U.S. Department of Commerce that it no longer requires government licenses to conduct business in China.

 

It is understood that Synopsys, Inc. is an American electronic design automation company headquartered in Sunnyvale, California. The company focuses on silicon chip design and verification, and is the world’s leading provider of chip automation design solutions and chip interface IP. Currently, its technology products are applied to emerging technological innovation fields such as smart vehicles, the Internet of Things, artificial intelligence, cloud computing, and information security.

 

It is understood that EDA refers to a design method that utilizes computer-aided design software to complete the design process of chip functions, synthesis, verification, and physical design (including placement, routing, layout, and design rule checking). It encompasses all technologies throughout the entire electronic design, simulation, verification, and manufacturing process and is known as the”mother of chips”.

 

On June 27, a spokesperson for the Ministry of Commerce responded to reporters’questions regarding China’s approval of export applications for qualified controlled items in accordance with the law, and the corresponding lifting of restrictive measures imposed on China by the United States.
