Legacy power plants are rapidly retiring while power demand is projected to rise at historic rates, driven by artificial intelligence and data centers, manufacturing and President Biden\u2019s efforts to force\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/joe-biden-electric-vehicle-mandate-gas-powered-cars-2032-epa-c2a72414?st=rap9rqfrz7mxkzq&amp;reflink=desktopwebshare_permalink\" target=\"_blank\" rel=\"noreferrer noopener\">electrification of the economy, including the cars and trucks we drive<\/a>. If we continue on our current course,\u00a0<a href=\"https:\/\/www.nerc.com\/pa\/RAPA\/ra\/Reliability%20Assessments%20DL\/NERC_LTRA_Infographic_2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">energy demand<\/a>\u00a0in the U.S. will exceed supply in just a few years.<\/p>\n<p>Grid operators, including PJM, the nation\u2019s largest,\u00a0<a href=\"https:\/\/www.argusmedia.com\/en\/news-and-insights\/latest-market-news\/2424089-pjm-warns-of-potential-capacity-shortfall-by-2030\" target=\"_blank\" rel=\"noreferrer noopener\">began sounding the alarm<\/a>\u00a0more than a year ago. Despite these warnings, the Biden administration has proceeded to finalize a barrage of the most damaging regulations ever levied on our nation\u2019s power producers, including the\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/04\/25\/climate\/biden-epa-power-plant-rule-climate\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cClean Power Plan 2.0,\u201d a new set of stringent rules targeting power plant emissions<\/a>.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab ad-unit--is-rendered\">\n<div class=\"ad-unit__content\">\n<div id=\"acm-ad-tag-mr1_ab-mr1_ab\" class=\"htl-size-300x250\" data-slot=\"{&quot;is_oop&quot;:false,&quot;is_companion&quot;:true,&quot;sizes&quot;:[[[1280,0],[[300,250],[620,366]]],[[1024,0],[[300,250],[620,366]]],[[768,0],[[300,250],[325,204],[325,508]]],[[641,0],[[300,250],[325,204],[325,508]]],[[0,0],[[300,250],[325,204],[325,508]]]],&quot;size&quot;:[300,250]}\" data-unit=\"\/5678\/nx.thehill\/opinion\" data-fbonly=\"false\" data-refids=\"\" data-not-refids=\"\" data-targeting=\"{&quot;kw&quot;:&quot;4746792-clean-power-plan-threatens-grid&quot;,&quot;pos&quot;:&quot;mr1_ab&quot;,&quot;fold&quot;:&quot;atf&quot;,&quot;category&quot;:&quot;opinion&quot;}\" data-google-query-id=\"CJOIlZrxhIcDFXklRAgd_XEJow\">\n<div id=\"google_ads_iframe_\/5678\/nx.thehill\/opinion_1__container__\"><\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>The rule requires adoption of unproven technology to meet unachievable emissions limits on an unworkable timeline. The Clean Power Plan 2.0 also violates the Clean Air Act and Supreme Court decisions such as\u00a0<a href=\"https:\/\/www.oyez.org\/cases\/2021\/20-1530\" target=\"_blank\" rel=\"noreferrer noopener\">West Virginia v. EPA<\/a>.<\/p>\n<p>In the Clean Power Plan 2.0, the EPA requires existing coal-fired power plants and new baseload natural gas-fired power plants to eliminate virtually all carbon emissions by 2032. If a plant cannot comply with these unachievable requirements, it must shut down. Plants will be required to install carbon capture and storage (CCS) equipment, which has yet to be successfully deployed anywhere in the U.S. at a commercial scale at the 90 percent capture rate required by the EPA. And then all of that captured carbon will need to be moved by pipeline for use or storage elsewhere.<\/p>\n<p>Since the EPA first proposed the rule last year, the Clean Power Plan 2.0 has been met with\u00a0<a href=\"https:\/\/www.csis.org\/analysis\/experts-react-epa-greenhouse-gas-standards-and-guidelines-fossil-fuel-fired-power-plants\" target=\"_blank\" rel=\"noreferrer noopener\">widespread criticism<\/a>. Even experts\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/epa-and-its-biden-administration-critics-fossil-fuel-carbon-tech-931eb26e\" target=\"_blank\" rel=\"noreferrer noopener\">within the Biden administration<\/a>\u00a0described it as shortsighted and devastating to electric reliability. Power generators and nonpartisan grid operators have\u00a0<a href=\"https:\/\/www.c-span.org\/video\/?528438-1\/senate-hearing-electric-grid-resiliency-reliability\" target=\"_blank\" rel=\"noreferrer noopener\">testified before Congress<\/a>\u00a0that the less than eight-year timeline to comply with the rule will force generators to retire their facilities prematurely, and without replacement, the grid will lack dispatchable resources necessary to keep the lights on.<\/p>\n<p>Unfortunately, Biden has ignored this reality and chosen to finalize the rule, which is clearly designed to close down the power plants that currently provide 60 percent of America\u2019s electricity.<\/p>\n<p>While renewables can and will continue to play an important role in our energy mix, their weather-dependent nature means that we will continue to need reliable, dispatchable energy to ensure grid reliability for years to come.<\/p>\n<p>It\u2019s also clear that the EPA\u2019s assumption that operators will be able to design, permit, construct and bring into service a national network of carbon dioxide pipelines in less than a decade is not realistic. Forcing our reliable baseload power into early retirement while electricity demand is growing at its highest rate in over 30 years is a recipe for disaster. Instead of proposing a workable solution that allows grid operators the full suite of resources they need to provide reliable, affordable electricity, the administration is actually cracking down on the power plants that make up the\u00a0<a href=\"https:\/\/www.eia.gov\/tools\/faqs\/faq.php?id=427&amp;t=3\">backbone\u00a0<\/a>of our grid.<\/p>\n<p>That\u2019s exactly why we are leading efforts in the\u00a0<a href=\"https:\/\/balderson.house.gov\/news\/documentsingle.a\" target=\"_blank\" rel=\"noreferrer noopener\">House<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.epw.senate.gov\/public\/index.cfm\/press-releases-republican?ID=33BB58C1-E034-4879-98B8-46490BEBE833\" target=\"_blank\" rel=\"noreferrer noopener\">Senate<\/a>\u00a0to block the EPA\u2019s Clean Power Plan 2.0 by introducing a joint resolution of disapproval under the Congressional Review Act. Congress had to use the Congressional Review Act to\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2015\/11\/17\/amid-record-global-temperatures-congress-to-vote-to-stop-obamas-clean-power-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">condemn the first Clean Power Plan<\/a>\u00a0on a bipartisan basis back in 2015, only to have President Obama veto that attempt. Ultimately the Supreme Court stepped in and held the rule was illegal.\u00a0<span class=\"person-popover\" data-nid=\"5215\"><a class=\"person-popover__link\" href=\"https:\/\/thehill.com\/people\/joe-biden\/\">President Biden\u00a0<\/a><\/span>has chosen to repeat history and force congressional action \u2014 and likely action by the courts \u2014 yet again.<\/p>\n<p>Rather than repeat mistakes that stifle innovation and threaten our energy reliability and affordability, there is another option. We can be successful in boosting American energy and protecting our environment.
