Canada is the \u201cmost European of the non-European countries\u201d, Mark Carney said during his first overseas trip as prime minister to France and the UK, where he is seeking stronger alliances to deal with\u00a0Donald Trump\u2019s attacks on his country\u2019s sovereignty and economy<\/a>.<\/p>\n

Without mentioning the US president by name, Carney and the French president, Emmanuel Macron, made a joint appearance in Paris to show a united stance against what they said were economic and geopolitical crises \u2013 a reference to Trump\u2019s trade war and \u201cAmerica first\u201d diplomacy that has left longtime allies scrambling.<\/p>\n

\u201cCanada is a unique friend,\u201d Macron said, adding that fair trade was more effective than tariffs. Carney spoke in French and English, and said it was important for\u00a0Canada<\/a>\u00a0to strengthen ties with \u201creliable allies\u201d.<\/p>\n

\u201cI want to ensure that France and the whole of Europe work enthusiastically with Canada, the most European of non-European countries, determined like you to maintain the most positive possible relations with the United States,\u201d he said.<\/p>\n

A senior Canadian government official who briefed reporters on Carney\u2019s plane said the purpose of the trip was to strengthen partnerships with Canada\u2019s two founding countries. The official said Canada was a \u201cgood friend of the United States but we all know what is going on\u201d.<\/p>\n

Carney, who turned 60 on Sunday, travelled later on Monday to London where he was received at Buckingham Palace by King Charles, Canada\u2019s head of state. After a 30-minute private conversation with the king, he was greeted warmly by\u00a0Keir Starmer<\/a>\u00a0on the doorstep of No 10.<\/p>\n

The UK prime minister said: \u201cThe relationship between our two countries has always been strong. Two sovereign allies, so much in common \u2013 a shared history, shared values, shared king.\u201d<\/p>\n

Carney said the relationship between the two countries was \u201cbuilt on shared values\u201d and that \u201cwe\u2019re at a point in history where the world is being reordered\u201d.<\/p>\n

The trip to London is something of a homecoming for Carney as a former governor of the Bank of England, the first non-citizen to be named to the role in its more than 300 years.<\/p>\n

The former economist is deliberately making his first foreign trip to the capital cities of the two countries that shaped Canada\u2019s early existence. At his swearing-in ceremony on Friday, he noted the country was built on the bedrock of three peoples: Indigenous, French and British.<\/p>\n

He said Canada was fundamentally different from the US and would \u201cnever, ever, in any way shape or form, be part of the United States<\/a>\u201d.<\/p>\n

Carney also noted the US, France, UK and Canada are members of Nato and it would be \u201cunthinkable\u201d for the US to annex Canada through military means.<\/p>\n

Nelson Wiseman, professor emeritus at the University of Toronto, said: \u201cThe Trump factor is the reason for the trip. The Trump factor towers over everything else Carney must deal with.\u201d<\/p>\n

On his trip home from Europe, Carney will travel to the edge of Canada\u2019s Arctic to \u201creaffirm Canada\u2019s Arctic security and sovereignty<\/a>\u201d before returning to Ottawa, where he is expected to call an election within days.<\/p>\n

Carney said he did not plan to visit Washington at the moment but hoped to have a phone call with the president soon.\u00a0<\/strong>He added that Trump must stop making \u201cdisrespectful\u201d comments about Canada before the two countries can start serious talks about future ties.<\/p>\n

Sweeping tariffs of 25% and Trump\u2019s\u00a0talk of making Canada the 51st US state<\/a>\u00a0have infuriated Canadians, and many are avoiding buying American goods. Carney\u2019s government is reviewing the purchase of US-made F-35 fighter jets in light of Trump\u2019s trade war.<\/p>\n

The governing Liberal party had appeared poised for a historic election defeat this year until Trump declared economic war. Now the party and its new leader, Carney, could come out on top.<\/p>\n

Robert Bothwell, a professor of Canadian history and international relations at the University of Toronto, said Carney was wise not to visit Trump. \u201cThere\u2019s no point in going to Washington,\u201d Bothwell said. \u201cAs [the former prime minister Justin] Trudeau\u2019s treatment shows, all that results in is a crude attempt by Trump to humiliate his guests.\u201d<\/p>\n

Bothwell said Trump demanded respect, \u201cbut it\u2019s often a one-way street, asking others to set aside their self-respect to bend to his will\u201d.<\/p>\n

Daniel B\u00e9land, a political science professor at McGill University in Montreal, said it was absolutely essential Canada diversified amid the trade war with the US. More than 75% of Canada\u2019s exports go to the US.<\/p>\n

B\u00e9land said Arctic sovereignty was also a key issue for Canada. He said: \u201cPresident Trump\u2019s aggressive talk about both Canada and Greenland and the apparent rapprochement between Russia, a strong Arctic power, and the United States under Trump have increased anxieties about our control over this remote yet highly strategic region.\u201d<\/p>\n

A No 10 spokesperson said Starmer \u201cunderlined that the UK and Canada are the closest of sovereign allies and friends\u201d during their meeting.<\/p>\n

Carney praised Starmer\u2019s \u201cleadership on Ukraine\u201d, they added, and the two leaders agreed to work together \u201cto put Ukraine in the strongest possible position to see a just and lasting peace\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
